The police are meant to serve and protect the citizens. This same power, however, is what enables some abusive cops to harass people who are less powerful than them. In this particular case tackled in an episode of “Raffy Tulfo in Action“, a cop was accused of harassing an elderly “lugaw” (rice porridge) vendor.

Complainant Rosalinda Trillo said that PO3 Carlos Rivera and she are supposed to be ‘beshies.’ However, everything changed when Aling Rosalinda borrowed Php 134,000 from the cop. The vendor managed to pay Php 124,000 and only has to pay Php 124,000 to pay off the principal amount. However, the elderly narrated that Rivera accused her of incurring a penalty Php 60,000. The cop then decided that he would just claim the vendor’s lugaw stall. This unfortunate series of events made Aling Rosalinda cry in the show’s set.

After a brief confrontation between Raffy and the policeman over the phone, the cop decided to hang up and avoid the issue entirely. This prompted the “Raffy Tulfo in Action” team to take the case to Station 7 Jose Abad Santos Police Station of the Manila Police District where the accused policeman is assigned.

The team managed to retrieve a video of an obviously enraged Rivera making a scene and harassing Aling Rosalinda. Some witnesses also said that Rivera attacked Trillo’s stall and damaged it.

Concerned for their safety, Police Superintendent Ronaldo Gonzales decided to relieve Rivera and reassign him to the Tayuman PCP. Raffy also decided to file a criminal case and an administrative case against Rivera.
